The establishment of a Reich border corresponding to historical, ethnographic and economic conditions,, The planning of the entire living space on the basis of nationalities; i.e. a solution of those minority issues which do not only concern this territory but also almost all states in South-East Europe,, Correlatively, the testing of a Jewish solution and settlement,, The restoration of economic life and transport for the benefit of all the inhabitants of this territory,, The guarantee of the security of the entire territory, and, The constitution of a Polish state offering in its structure and direction the guarantee that it can neither become a hotbed of fire for the German Reich nor a centre of intrigue against Germany and Russia., Moreover, immediate efforts must be made to eliminate the consequences of the war, or at least to alleviate them, i.e. to alleviate the very great evils of the present through practical assistance.
